Scheme Outline
Construction of a new dual two-lane route to replace the existing A380 from the Penn Inn roundabout at Newton Abbot to Torquay. The route will bypass the village of Kingskerswell and remove the final section of single-carriageway road on the route from the A38 Devon Expressway to the Torbay area.
As part of the scheme the Penn Inn roundabout, which includes provision for a flyover at the terminus of the existing dual carriageway, will be grade separated. The connecting section of the Torbay Ring Road will also be dualled, forming an additional 0.8km (0.4 miles) of upgraded road.
The scheme is being jointly administered and promoted by Devon County Council and Torbay Council.

Progress
| 14 September 2008 | Devon County Council have published Compulsory Purchase Orders for eleven buildings and pieces of land along the route. The project is still on course for starting in August 2010. |

| 7 July 2009 | The public inquiry has now begun, according to BBC news. |
| 15 February 2010 | The future of the bypass is uncertain until after the general election, according to the Herald Express. This is after 58 years of waiting since the road was first proposed. |
| 14 June 2010 | According to a government announcement on 10 June 2010, work has been put on hold pending a financial review in the autumn. |
| 30 October 2010 | Following the autumn spending review, this scheme has been allocated to the DfT's pre-qualification group. It will therefore undergo further scrutiny before a final decision is made on whether or not to proceed. |
| 5 February 2011 | According to a statement by the Transport Secretary yesterday, this scheme has been moved into the development pool. It will therefore be considered for funding, along with other schemes, in a competitive process. A final decision is due by the end of 2011. |
| 30 November 2011 | DfT funding of £76.4m towards this project, under the National Infrastructure Plan, was confirmed in yesterday's Autumn Statement. Construction is now expected to begin in October 2012. |
| 3 February 2012 | The Side Road Orders were confirmed by the Secretary of State for Transport today. |
