Scheme Outline
Upgrade of the existing single-carriageway road to dual two-lane standard, connecting the existing dual carriageway sections of A40 and A465 at each end. The route will eventually replace all existing single carriageway sections of the A465 between Abergavenny and the M4 with grade separated dual carriageway.

Progress
- February 2003
- John Wyburn notes that dualling work is now at an advanced stage between Dowlais (A4060, east of Merthyr Tydfil) and Tredegar (A4048 near Ebbw Vale).
- October 2003
- Southbound A4060 carriageway is complete; the road is now well advanced from Rhymney to Merthyr Tydfil.
- Spring 2004
- Local roads re-opening around the bypass route. Rhymney-Dowlais top now open. Bridge at Rhymney Interchange is complete, Earthworks are well advanced for Tredegar roundabout.
- Autumn 2004
- Tredegar-Dowlais Top section is completed and open. The next phase, Abergavenny - Gilwern, is due to start early next year.
- Spring 2005
- Trees have been cleared and roadside properties have been demolished in preparation for a start on the Abergavenny - Gilwern section.
- July 2005
- Dualling between Gilwern and Abergavenny is now underway - the existing single three-lane road is now reduced to two lanes to accommodate the works.
- January 2006
- Gilwern Canal has been closed until further notice for work on the new bridge. Earthworks are well advanced and bridge supports are being put in place.
- June 2006
- Traffic is now being diverted off the road in several places to allow bridges to be collapsed and rebuilt.
- May 2007
- Works on the Abergavenny - Gilwern section are well advanced, with bridges complete and stone facing taking place, and road surfaces being laid along the route with diversions from one side to the other to accommodate this. The road is due to be complete in early autumn this year.
- January 2008
- Due to unforeseen problems with ground stability, the Abergavenny - Gilwern section will now not open until April 2008. However, most of the scheme is complete and in unaffected areas traffic is using the new road.
- May 2008
- The road between Abergavenny and Gilwern is opened to traffic. The next phase of construction is not expected until 2010.
