Scheme Outline

Construction of a new road, partly single two-lane and partly dual two-lane, across the northern fringe of Norwich, from the A47 in the east to the A140 in the west. Together with the A47 southern bypass, it will provide an almost-complete ring road for the city, though the gap in the west is unlikely to be filled as a proposal for a road there was dropped in favour of this route due to environmental concerns.

The project was hit with scandal at an early stage as Norfolk County Council appointed its roads maintenance firm to build the road. Complaints from the public led to an intervention from the Department for Transport, who declared the appointment unfair and demanded that the Council invite tenders for the contract in the normal way.

Progress

6 April 2009	Funding from the Regional Transport Board has been provided, but will not be available until 2012. A public enquiry will be held in 2011 with work starting in 2012 if approved. Completion date now in early 2015.
25 December 2009	The Govenment confirms (16th December) that the road is given funding and thus programme entry. It is worth noting that it is now due to terminate in the west at the A140, not the A1067 as proposed by Norfolk County Council, and therefore is only 11km long rather than the 20km originally planned.
30 October 2010	Following the autumn spending review, this scheme has been allocated to the DfT's development group. It will therefore undergo further scrutiny before a final decision is made on whether or not to proceed.
14 December 2011	It was announced today that the DfT will contribute £86.5m towards the total cost of this scheme. The offer is conditional on the local councils making progress towards implementing the Norwich Area Transport Strategy.
