M27 J4-11 Smart Motorway

Scheme outline

Upgrade of the existing M27 between junction 4 (the M3) and junction 11 (Fareham) to Smart Motorway. New technology and Emergency Areas will be installed to enable variable speed limits to operate, and the hard shoulder will be converted into a permanent running lane to provide four continuous lanes throughout this section. Smart Motorway upgrade works are also planned on the M3 between Winchester and Southampton, and the two schemes will connect at M27 junction 4.

Between junctions 7 and 8, the motorway already has four lanes plus hard shoulder, and these will be retained in their current state.

The work also includes reconstruction work to the motorway itself, including replacement of the central reservation with a new concrete barrier.

This scheme is part of the Smart Motorways programme of works.

5 March 2018

Advanced works for this scheme will start on the 15th March 2018. These advance works will include surveys of the pavements, drainage, ducting, and ecology along the route.

The survey information obtained will be used to inform the scheme’s detailed design for the main work, which will follow closely after the surveys, with a planned scheme completion of spring 2021.

12 March 2018

A consultation period on the proposed introduction of variable mandatory speed limits has opened. The consultation period began on the 12th March and will continue onto the 10th April.

Preliminary works will commence on the motorway on the 15th March, with signage on approaches to the motorway appearing recently.
